Abu Dhabi Circular No. 1-2024-Concerning the Preparation and Review of Draft Legislation

The Abu Dhabi Circular No. 1/2024 addresses the preparation and review of draft legislation in the Emirate of Abu Dhabi. It is directed towards all governmental entities in Abu Dhabi and emphasizes the importance of cooperation to achieve public interest. The Circular aims to enhance the work system in the Emirate and ensure effective governance in the process of preparing and reviewing draft legislation. The Circular outlines several key points that the governmental entities need to adhere to. Firstly, they are required to submit a request for legislation permission to the Abu Dhabi Executive Office before initiating the preparation of draft domestic laws. This step is necessary to obtain the approval of the Executive Council and its committees. The Circular provides a specific form (Form No. 1) that needs to be filled out for this purpose. Secondly, the Circular instructs the governmental entities not to express their final opinion on draft federal legislation except through the Abu Dhabi Executive Office. This indicates that the Executive Office plays a crucial role in coordinating and overseeing the review process of federal legislation. Lastly, the Circular emphasizes the importance of providing the Abu Dhabi Executive Office with any observations or studies regarding draft federal legislation within the specified time limit. The Circular provides another form (Form No. 2) that needs to be used for submitting these observations or studies. The Circular was published in the Official Gazette of the Emirate of Abu Dhabi on 10/01/2024 and is effective from that date. It aims to streamline the process of preparing and reviewing draft legislation in Abu Dhabi by centralizing the decision-making authority and ensuring effective coordination among governmental entities.
